Quarter Panel Removal

Are there spot welds between the rear deck filler panel and the quarter panel...


...and the tail panel and the quarter panel?
And if there are how do I deal with them?

Yes there are.  I would cut away as much of the panel as you need to and either use a spot weld cutter, or drill straight through with a 1/4" drill and weld the new one from the other side.
